E-Scrap 2010 Workshop

On September 28th, the Electronics Recycling Coordination Clearinghouse (ERCC) held a workshop in conjunction with the 2010 E-Scrap Conference entitled “Harmonizing the State Electronic Recycling Programs – A Roundtable Discussion.”  The workshop was attended by over 60 participants from government, manufacturer, recycler, and other stakeholder groups. The goal of the workshop was to identify priority challenges for stakeholders due to the differing state laws on electronics recycling, and develop ways to address those challenges through specific ERCC projects or other efforts. Participants held an open dialogue in roundtable fashion featuring topics such as registration challenges, consumer education, performance metrics and areas for potential harmonization.  The below issue overview documents highlight background information on several key issues that were discussed.  Based on a prioritization exercise, the following six topic areas were identified as presenting the most challenges across stakeholder groups:

1.       Program Goals & Performance Measures  - creating a level playing field, judging states without laws, convenience, etc

2.       Product Scope – variations among state laws, categorizing new or “gray area” products, developing a methodology for deciding if new products should be “covered”

3.       Recycler Standards – which ones are used, variations across state programs

4.       Cross border regulation of recyclers – state managers have no authority to regulate out of state recyclers

5.       Data Reporting/Standards

6.       Collector Best Practices
