On November 24, 2010 Governor Edward G. Rendell signed into law House Bill (HB) 708. The bill, "Covered Device Recycling Act," was sponsored by Representative Chris Ross. It creates a statewide program to recover and recycle electronic waste, specifically computer equipment and televisions.
Manufacturers of computer devices and televisions must establish a program to collect, transport and recycle a certain quantity of this equipment and register/submit a plan with the Pennsylvania Department of Environmental Protection.
Manufacturers must also share information with consumers about where and how to recycle these products.
Lastly, there will also be a ban on the disposal of computer parts and televisions in Pennsylvania landfills two years after the effective date.

Key Dates: Manufacturers must register and pay a $5,000 fee by January 30, 2011 or six months after the bill's effective date, whichever comes first. Registration is yearly on January 1st after the initial year. Manufacturer reporting is due with initial registration and then annually after that on January 30.
