Effective July 1, 2009, the Indiana General Assembly enacted the Indiana Electronic Waste (E-Waste) Law (Indiana Code 13-20.5), which established Indiana E-Cycle. The purpose of the program is to reduce the amount of electronic waste being sent to Indiana landfills and to ensure that hazardous substances found in electronic waste are being managed in an appropriate and environmentally responsible manner. The program holds manufacturers of video display devices (VDDs) (televisions, computer monitors, laptops, netbooks, notebooks, tablet computers, and e-readers) responsible for collecting and recycling covered electronic devices from households, public schools, charter schools, and small businesses in Indiana equal to at least 60% by weight of the VDDs they manufacture and sell to Indiana households. Manufacturers are able to work with any collectors and recyclers that are registered with Indiana E-Cycle to meet their recycling obligation. Manufacturers who fail to meet those goals will pay an additional recycling fee for every pound they fall short of their goal. Manufacturer program years operate from January 1 to December 31. Collectors wishing to work with manufacturers as part of their collection and recycling efforts must be registered with Indiana’s E-Cycle Program. Collector program years operate from January 1 to December 31. Collectors can include local units of government, solid waste management districts, curbside collection programs, manufacturer mail back programs and any other collection program (in Indiana or elsewhere) in which CEDs are collected from Indiana covered entities (households, small businesses, public schools, and charter schools in Indiana). Recyclers wishing to work with manufacturers as part of their collection and recycling efforts must be registered with Indiana’s E-Cycle Program. Recycler program years operate from January 1 to December 31. Recyclers must verify they are compliant with Indiana’s electronic waste management law (329 IAC 16). Compliance with the law includes registration as an electronic waste storage and processing facility or demonstration that the recycler is exempt from registering under the law. Key Dates: Collectors, recyclers, and manufacturers participating in program year 9 (January 1, 2018 – December 31, 2018) of the Indiana E-Cycle Program must submit an online registration and annual report by March 1, 2018. This report covers the previous calendar year, ending on December 31, and can serve as both their registration for the current year and annual report for the previous calendar year. Participants can access the online report through IDEM’s Re-TRAC portal.
